Going freelance in the UAE: permits, free zones and costs

MOHRE permit or free zone licence? Here is how to decide, what it will cost and what you need before you invoice a single client.

6 min read · updated 19 August 2026

The UAE freelance scene is lekker if you set it up properly. Wrong licence and you are operating illegally. Right licence and you can invoice clients across the UAE and beyond, qualify for a Green Visa and build something real.

Do you need a permit?

Yes. Operating as a freelancer in the UAE without a valid licence is illegal. The good news: getting one is simpler than you think, and there are two main routes.

Option 1: MOHRE Freelance Permit

The most affordable route. Issued directly by the Ministry of Human Resources and Emiratisation.

  • Apply at mohre.gov.ae or via the ICP UAE app.
  • Annual fee approximately AED 1,070 (fees change, always verify).
  • Covers professional and consultancy activities.
  • This is the permit required for the Green Visa freelancer route.
  • Renewal is annual.

Option 2: Free Zone Freelance Licence

More expensive than MOHRE but comes with a business address, more credibility with UAE clients and a visa quota for yourself and sometimes staff.

  • Meydan Free Zone — AED 5,500-7,500/year. Best for consultants and general professional services.
  • IFZA — AED 7,500-12,000/year. Multiple activities, strong reputation.
  • Dubai Media City — AED 10,000+/year. Media, marketing, PR, advertising.
  • Dubai Internet City — AED 10,000+/year. Tech, IT, software, digital.
  • Creative City Fujairah — AED 6,000-9,000/year. Creative industries, lower cost option.

Costs above are for the licence only. Visa processing, medical tests and Emirates ID are additional. Always get a full quote before committing.

Setting up: what to expect

  1. Choose your route — MOHRE or free zone, based on your activity and budget.
  2. Select your business activities — This determines your licence type. Pick carefully.
  3. Submit application — Passport copies and application forms.
  4. Pay licence and registration fees.
  5. Apply for investor or freelancer visa through the free zone.
  6. Complete medical test and Emirates ID biometrics.
  7. Open a business bank account — Start this early. It takes longer than you expect.

Invoicing UAE clients

Once your licence is active, you can legally invoice UAE businesses. Register for VAT if your annual UAE revenue exceeds AED 375,000. The penalty for not registering when you should is AED 20,000.

Information correct as of June 2026. Always verify fees at official sources before acting.
